When IPv4 bidders are identified prior to a specified date by which all bids must be submitted. Bidders are asked to submit their best offer prior to a specified time on this date. In the event that several bids are close together, there may be subsequent rounds of bidding, or bidding may end. The auction is intended to create a competitive process to drive up to the highest bid.
