Justifying IPv4 Acquisition

The ARIN and APNIC RIRs require that buyers of IPv4 addresses must demonstrate need over a two year period, before IPv4 transfers will be approved.  RIPE no longer requires a buyer to justify/demonstrate need for transfers within RIPE. Transfers to RIPE from another RIR require justification based on the transferring RIR's policy.
